He cmapaigned on it, and he encouraged the Bush Administration to get to work on building it. Then, in December, I posted that Texas Sen. Kay Bailey Hutchinson slipped an amendment into the defense bill to gut the border fence. It passed in both houses and was signed. Those "Boots on the Ground" were a very impressive sight, and I firmly believe that they had the most effect on the turnout.
